So, more of a procedural question than a rules question possibly, but here goes:

When you have taken and passed the Alliance Marshal's test are you then a Marshal Alliance wide, or only in the chapter that administered the test?

Each chapter credentials Marshals using its own test. Chapters might allow Marshals from other chapters to Marshal in their own chapter (with the Owner and Head of Rules' agreement), but that is completely up to the chapter and should not be expected. There is no Alliance-wide Marshal's Test.
