Minnesota Head of Rules Applications

There has been a lot of hesitation on our part with having a Head of Rules or Rules Marshals in Minnesota. An issue I've seen arise in the past is Rules Marshals arguing with Plot Team over mechanics and powers that they utilize on the field. In order to eliminate that disruptive possibility, we have elected not to have Rules Marshals for our game, instead emphasizing that your Mod Marshal is the go to person for rules calls on mods. However, as we have continued to run games, we have seen instances where players have leaned more heavily on the Plot Team for rules related issues, reducing their available time for running mods and portraying NPCs.

Thus, after much discussion between Matt and I, we've decided we're going to be adding a Head of Rules position to our team. This decision to open up a Head of Rules position, and start having Rules Marshals for our game, does not change our position on who is the authority on rules calls. In all situations where the Mod Marshal and a Rules Marshal disagree, the players should defer to the Mod Marshal. If a Rules Marshal disagrees with a call that a Mod Marshal makes, they should bring it to the owners outside of the mod, where any issues can be adjudicated and addressed.

There will be a number of tasks that we'll want our Head of Rules and subsequent Rules Marshals to address. The responsibility of the Head of Rules and the Rules Marshals will be as follows:

1. Make Minnesota Ownership aware of any rules issues that they have seen at game.
2. Provide players with rules calls outside of mods.
3. Be a resource for new players who have questions or need additional information about the game.
4. When requested by Plot and Logistics review documents to ensure rules accuracy.
5. Serve as Ritual Marshals for player cast rituals that do not require a Plot Marshal to be present.
6. Head of Rules will be expected to be present for at least 75% of games run in Minnesota. Rules Marshals will be expected to attend at least 50% of games run in Minnesota.

Additionally, the Head of Rules will have the following responsibilities:

7. Prepare a Rules Test to be utilized in vetting a Rules Marshal to be approved by the Ownership.
8. Vet and present players to the Ownership for addition as a Rules Marshal.
9. Provide an accurate accounting to the Logistics Team after each event for compensation of the Rules Marshals.

Compensation for our Head of Rules will be as follows:

- Covered Monthly Blankets
- 100 Goblin Stamps per month (when applicable)
- 200 Goblin Stamps per event

Compensation for Rules Marshals will be as follows:

- 30 Goblin Stamps per game
- 20 Goblin Stamps per ritual marshaled

Applications for Head of Rules should be sent to gm.alliancemn@gmail.com. At the Castle Event we will be providing a written Rules test for all applicants to complete, and performing in-person interviews. Once this process is concluded we will announce the Head of Rules to the chapter via the forums.
