Um, this line seems to cause math errors in my head.
"Seattle specific, 100 GS per event-day combined limit:
"Times ever" activatable magic item - 10 GS per level per shot
Daily activatable magic item - 10 GS per level per day per month
Note the additional restrictions on these types of items:
"Times ever" items must be purchased in a minimum 5 shot quantity
9th level spells are unavailable for purchase

So if you want a one shot 5th level item, you have to buy 5 of them, and it will cost 250, makeing it not buyable for an event? (event being 2 logistics/2 days)? Or if I miss counted then you want a 8th level one shot, so you have to get 5, and that would be 400, so you cant have any at all?
Or do you mean that you cant have any one shot items, but any ever item must be a 5 shot?
