Panacea Use & Hands

"Panacea must now be held in hand to be used, with no other larger game items in that same hand. (This is consistent with the rules for Weapons and Shields that can be found on page 29 of the rulebook.)"

I've heard someone say that Panaceas are intended to be used like two-handed items where you can't be holding anything else in either hand, but when I read the balance change notes, it seems that it is permissible to be holding an item in your other hand, the one that is not holding the panacea. Since I've heard it described a couple of different ways, could you please clarify?

Panacea
Skill Requirement: Brewing 20
Duration until used
Ingredients: Up to 20 identical pieces of Brewing
Adventuring Equipment, 5 Vellum, 5 Herbs, 3 Ink
Target: Item <flask, bottle, vial, mug, etc.> capable of
containing at least 50 ml.
This item has a number of charges equal to the number of
potions used in its creation. While the rep is in hand, and
you are holding no weapons, sources, or other larger
game items in that hand, a character may expend an item
charge to touch cast “Elemental <Effect>” with <Effect>
matching the potions used in the item’s creation.


You do not need to have both hands empty. The text specifically calls out 'that hand' so your other hand could hold a packet to touch cast on yourself, even if that hand also has a weapon or shield in it. You could even touch cast on yourself with the hand holding the panacea.
