The sentence "This effect completely immobilizes the victim" should be changed to "This effect makes the victim completely unable to voluntarily move themselves in any way". This changes the spell's wording to match how it is both intended to be played and virtually always played.

The new wording opens new questions for me.

Say you are paralyzed, and are then hit with an additional effect that allows you to be commanded by someone else. Is it the intent of this rules clarification to allow Vampire Charm, Charm, Dominate, and Enslavement to override the effects of Paralysis?

Vampire Charm... come here... -you aren't moving voluntatily.

If this is not the intent, perhaps the wording should be "cannot move themselves" or "cannot move under their own power". Is it even a problem to say that the Paralysis effect... paralyzes you?

-Not trying to be a PITA, just trying to understand if this is supposed to be a clarification or a change.

I believe you've answered your own question. The effects you list allow someone else to command you to move, they don't move you on their own. If you can't move, you can't follow their command. They take away your willpower, but do not make your muscles respond any better.

This is definitely a clarification intended to bring the wording into line with how it has always been played and not intended as a change.
