Parrying Someone Else's Waylay?

Imagine the following scenario:

Buddy and Friend are casually walking along when Enemy pops out from a bush behind them and hits Buddy for "5 Waylay!" Buddy has a Parry, but per the (dumb and non-intuitive) rules of Waylay, he cannot Parry the Waylay used against him because he was "surprised" by the attack (but has no problems Parrying a Terminate that happens just as suddenly, 'cause that totally makes lots of sense, grumble grumble). However, Friend also has a Parry, and he saw the whole thing happen in front of him. Can Friend use his Parry to intercept and negate the Waylay used on Buddy?

Per the ARB:

"A Parry allows the character to defend against any one physical weapon delivered attack, including arrows, bolts and thrown weapons, but not a Waylay."

Note that it doesn't differentiate in its description what you can do for yourself versus what you can do for someone else, so therefore it stands to reason that a Waylay cannot be parried, either by the victim or his friend.
