Can you pre-reg for an event in say Chicago but neverr attend and still get experience for that event or do you actually have to be there?

By my understanding you must pay membership fee for any chapter you pay no play in.
 
Policies vary by chapter, contact the logistics people in the chapters you wish to Pay-no-play in for specifics. (I believe Chicago for example has a flat pay no play fee equal to the pre-reg pricing for the event)
 
As Lurin said it varies from chapter to chapter.

However keep in mind that you can only receive blankets of experience from 1 chapter per weekend/day, you cannot receive experience from 2 different chapters for the same weekend
