How is the players guide book viewed from an IC perspective? Can we carry this book around IC and use it as a "journal" of knowledge? Can we assume all laws, codes, history, and writing on guilds and courts in the players guide, is public knowledge that can be found in some library perhaps in various books?

yup. i believe there is a brief OOG section in the beginning, but the rest is meant to be IG and accessible

Robb is correct, the PG is an IG document and you may reference it in-game.
