Resolved Portable Circle of Power & Ritual Effect Count

Does a PCoP count as 1 Effect or 2 for the purpose of a PC’s # of Ritual Effects?

Looking at the AMS, it appears to be 2: 1 for the base LCoP & 1 for the PCoP.

Portable Circle of Power counts as a single ritual effect.
Limited Circle of Power also counts as a single ritual effect.

While each Ritual only counts as a single effect, since Portable Circle can only target a Limited Circle, any Circle with both would have at least two ritual effects on it, but they are separate effects.
