possible to NPC at totaly no cost?

I have a friend who is intrested in Larping and joining me at HQ and NJ events
problem is he is totaly absolutly broke not a penny to his name (long sad story disabled vet)

Anyway is it possible to NPC with absolutly no stuff ?
I think NPC's dont have to pay for events and I can feed him (im basicaly doing it now)
I can drive him too and Fro
but he has no garb at all nothing nada?

Is it possible for a new player to NPC with bringing nothing ?

The only expense for NPCs is the membership fee. Trial membership for one event is $10 and a year membership is $30.

As long as he can show up in basic black clothing and shoes, everything else can be provided.
