Question on the Cloak Enchantment

If I wanted to create an item with 2/day Cloak <Effect Group Name>, would I need to have someone cast the ritual twice?

Yes, you will need two separate castings of the ritual, with all that entails.

For future reference, there are actually a few specific scrolls that are capable of creating multiple charges with a single casting: Elemental Burst, Enchant, Heal Golem, and Vengeance. All other rituals will require multiple castings to get multiple charges, though.
