Who makes locks? And if it is not blacksmiths why shouldn't it be blacksmiths?
 
Trapsmiths make locks. Since they have the Legerdemain skill
 
Just for arguments sake, blacksmiths are metalworkers and locks are metal. Don't need legerdemain if you have the key.
 
Locks are also intricate items with many fine moving parts. Forging a sword is a completely different process. Craft Trapmaking uses Legerdemain which is the prerequisite to pick the lock so it makes sense.
