Refitting

Okay,
I am looking to join Alliance. I am (was) a NERO player.
I am looking over the rule book. I see Refitting is under the Blacksmith skill.
Does that mean that you can not refit armor (thus can not regain armor points after a fight) unless you have at least one rank in Blacksmithing?

Correct-
Someone else can "refit" your armor for you if they have the blacksmith skill.
