So, here, the book clearly indicates that the Marshal is asking the Player during a Hold. The character is never included.
However, this section refers us to the section titled Unwilling Targets:

Who makes the decision to refuse a ritual? Is the the Player OOG (possibly so that the player has on 'out' rather than potentially lose enjoyment playing their character after being influenced by a ritual, such as Race Change or Spirit Forge) or the Character IG (so they can "heroically" die rather than be turned against the town as an undead goat or something).
