Since the ritual was written before Terror was introduced:

The ritual grants immunity to all Fear effects. Since Resist: Fear lumps Terror in as a Fear effect, does the immunity in this ritual include Terror as well?

As written, no. Terror is a distinct and seperate effect from Fear, though somewhat similar.

Players are free to suggest adding resistance or immunity to Terror into the Ritual of WOE effect list through their Chapter Owner as per any other rules change.
