Can a dead body, not permanently dead, be a legal target of a ritual?

And if so what would happen if the body dissipates during the ritual after the target was declared?

Depending on what the type of ritual is, sure. A body always counts as a "Physical" target. Of course, even if the ritual finishes (somehow) before the body dissipates, the rituals would likely disappear upon resurrection since the target has been destroyed (most enchantment-type rit scrolls state this explicitly).

As stated in the rulebook, if the target of a ritual leaves the circle during the casting, a backlash occurs.
