Rituals Traveling Between Chapters

Per ARC:

Ritual Scrolls exist in a middle area where they are not quite LCO tagged items and yet also not quite standard Restricted items (which can, in any event, always be refused by a chapter).

For improved clarity long term, ARC will work up a proposal to better deal with Ritual Scrolls being not quite in either category. At the moment, however, ARC is clarifying that Ritual Scrolls should not travel between chapters at all.

Ritual scrolls have never traveled, to my knowledge, just their effects.
 
The discussion that stemmed the ARC question basically asked if ritual scrolls were able to travel, but simply couldn't be cast. The reason for the question was because of the following scenario:

Rob the Rogue breaks into a cabin to loot it. The Rogue Marshal checks the rits present in the IG section and notices that some of the rits are based out of other lands. Can these actually be stolen, or are they OOG?

There really wasn't a clear definition prior to ARC's current ruling, since the ARB only refers to the "use" of a scroll being restricted to its originating land, not the physical presence itself.
