Would a person be able to Skill store a "rebirth" for example?

The only abilities which can be Skill Stored are those explicitly mentioned on the scroll. However, if you want to make a proposal to expand these options, I would recommend contacting your owner and having them circulate it among the owners for comment and concern (we have a Symposium coming up later this year, after all!).
