If he comes and NPCs he'll be required to do what is asked of him by the plot staff. That will, at times, include fighting in large battles. However, we are certainly able to be accommodating about letting people pitch ideas and then follow through. If he wants to exclusively play a bardic character, he should probably do so as a PC instead.
Also, please bear in mind that we want our tavern to be an entirely in game atmosphere during play, so any music and songs should add to that instead of subtracting from it. Anachronistic music would be discouraged.
