The short sword Antinecrobandit has a flaw "Cannot be used by humans," and a Spirit Link (or Item Recall). Avaran, proudly donned in his red-scarf and very much human, picks it up after the original owner perms. Do the rituals attach to him?

If not,

Let us assume that when Avaran picks up the item, he is an elf, and later transforms into a human. Do the rits "disappear" or fail to function? Does the transformation fail because he is considered an illegal target because of the rits?

Any item with an "only usable by <type>" (or conversely "not usable by <type>" when it applies) will have all rituals abide by the flaw's restriction. This includes Spirit Link/Lock (and Item Recall). Possessing an item with an applicable flaw (whether it applies to you or excludes you) will not in any way prevent you from being the subject of a Racial Transformation ritual. If such a ritual changes your race such that you no longer comply with the flaw restrictions, the Spirit Link/Lock/Item Recall ritual will immediately stop functioning (or start functioning, depending on the direction of the flaw and the transformation).

Short version: Yes, all rituals are affected by flaws that restrict usage.
