What about if a character begins with 20 levels of create scroll? Could I get a spellbook with 100 levels of production?

[if the answer is chapter specific, he would probably start in Gettysburg]

Not by the rules as written, no. You could certainly make a case that this could be reviewed, but as it stands the rules don't support that; only spellcasting skill can get you a starting spell book. Sorry.
