Sorry for the late notice on this; I meant to post this earlier, but I got caught up with the other preparations.
Starting this game and continuing from now on, meal food from the Tavern will only be available to people who have purchased the relevant meal plan. In other words, there will be no free-for-all seconds rounds, and if you only bought dinner, you're on your own for breakfast. Anyone who is hungry but did not purchase the meal plan is welcome to purchase the always-avaliable item (which is usually soup) for in-game coin. Any food left over after meal service will go to NPCs in an attempt to keep your entertainment providers energetic.
