Part 1: Grievances Announcement​

The Speaker will announce an opportunity to vocalize grievances for 10 minutes, but can be extended up to 15 minutes by the Debate Monitor.
Members must stand or raise a hand to be recognized by the Monitor. No one may speak until acknowledged.
All grievances must be presented respectfully, focusing on issues rather than personal attacks.
The Monitor may interject if a grievance violates decorum.
Each individual grievance may not last longer than 1 minute. These are meant to be fast paced.

Part 2: Open Debate Phase​

One minute per speaker. Time can be yielded to others but capped at 2 minutes per turn. No monopolizing time.
Members must stand or raise a hand to be recognized by the Monitor. No one may speak until acknowledged.
Interjections are allowed if permitted by the Monitor. Brief interjections like “Hear, hear!” or “Shame!” are acceptable but disruptive behavior leads to penalties.
The Monitor maintains order, calls for “Order!” if necessary, and may temporarily suspend members for excessive disruptions.
Continuous disruptions result in a temporary suspension from the debate.
Members may request clarification or address rule violations with brief interjections (under 15 seconds) recognized by the Monitor.

Part 3: Negotiation Phase​

Debate monitor will declare a topic as a policy vote picked from the Open Debate Phase
Players may discuss and negotiate with NPCs for 10 mins, trying to convince others to show support in favor or against the topic.

Part 4: Voting Phase​

There are three jars that collect voting pebbles. Two represent their respective faction and the third is a ‘no confidence’ vote not liking either option.
Each noble publicly votes by putting voting pebbles in the respective Faction jars.
The policy passes if it receives a majority of Yes votes; then the supporting faction “has sway”.

Part 5: End of Round​

Pass the starting player token to the next player clockwise.
Once two rounds are completed, the debate ends
