The Rotten Tomatoes site takes film reviews from all over and averages them out. If a film is over 60% it's "fresh" and below that it's "rotten."
So far, Toy Story 3 is the highest rated movie EVER. It has a 100% approval after getting over a hundred reviews, meaning there have been no bad reviews at all. That's amazing!

The clouds are a Toy Story thing, and it was completely intention to make them as such for the last scene.
