True Empower and Constructs

Taking into account the recent ARC ruling on flaws that duplicate a Ritual Effect count towards the 20 ritual limit and the recent additional clarification on the 20 ritual limit, and since the "beneficial flaw" of a True Empowerment Ritual Manipulation is limited to things that duplicate a Ritual Effect, how should a True Empower Ritual Manipulation for either a Master Construct or Construct be treated?

For reference, the Construct scroll has the following text:
For the purposes of reagent cost and the number of rituals on the item being extended a Construct is considered a 19 ritual item. No additional ritual placed on a Construct may have its duration extended.

Quicksilver Soldier (Mercury Golem), +6 To Difficulty, Difficulty 11, Catalyst + 6 Reagents
Note that a Quicksilver Soldier requires 46 Celestial Formal to True Empower.

For reference, the Master Construct scroll has the following text:
Regardless of the Difficulty to Extend the Master Construct Ritual NO additional ritual placed on a Master Construct may have its duration extended. All Master Constructs, once completed, are considered 20 Ritual Effect Items.

+24 Difficulty, Difficulty 28, 30 Reagents + Catalyst, 60 pts to Spend
Note that a 60 point Master Construct requires 63 Celestial Formal to True Empower.

Basically, I am asking if a Master Construct or Construct can have a True Empowerment Beneficial Flaw per the previously given definition that lasts the life of the Master Construct or Construct. (Perhaps as an additional ability granted to the Master Construct per the previously defined limitations of a True Empower?)

And, if not, what options are available to a Ritual Marshal/Plot? (i.e. give an additional ability or ability points to Master Constructs? Add an additional ability to Constructs? Give the construct a times ever or times per day Heal Golem? Simply no beneficial flaw bestowed? etc.)

P.S. I think it would be cool if the True Empowerment gave a 0% - 10% increase in Master Construct points (rounded down), depending on RP of the ritual. :D
 
This post is to inform you that your question is currently being discussed by the ARC and once some clarification has been made will be posted here. Depending on the level of clarification and discussion (and potential involvement of the Owners or other national staff, if needed) this may take time.
 
Construct and Master Construct rituals are intended to disallow any further enchantment rituals upon the created Construct other than a duration extender (note that instantaneous rituals or rituals that target another character's spirit such as Spirit Store or Destroy Magic are separate and distinct, as with any other 20-ritual item). Thus, a long-lasting flaw from a True Empowerment would not be applied to the resulting Construct.

Any additional effects from Empowerments (including alternate True Empowerment long-lasting effects) will only apply in the local chapter. As noted previously in other clarifications, if a chapter chooses to give a non-standard long-lasting beneficial True Empowerment effect (such as extra Master Construct points as suggested in the original post) the item must no longer be considered creatable by the standard Ritual Magic system and thus becomes LCO (and often will not be allowed by other chapters which accept only standard Ritual Magic items).

We will look at cleaning up the wording in these two Ritual Scrolls so that it is less confusing and better matches the intent in the future.
