Wither change

More of a positive comment.

I really like Wither as 4th level and that it is simplified to Offense as the restricted effect instead of the confusing choice of offense or defense.

There was a good amount of conversation revolving around Wither, Stun Limb, and Cure Disease, but I think we got them all into a good place.
