Bob is hit by “20 chaos.” A few questions:
1). If Bob has “cloak necromancy”, Bob can say “cloak” to block the effect, right?
2). If Bob has Channelling Shield High Magic, Bob can use his channeling reserve and say “Cloak” to block the effect, right?
3). Do the answers above change depending on whether “20 chaos” was delivered by packet or weapon?
4). Do they change if its delivered as “20 elemental chaos”, “20 spell chaos”, “20 elemental strike chaos”, or “20 spell strike chaos”?
 
1. Yup. The Chaos damage type belongs to the necromancy effect group so it can be cloaked as appropriate.

2. No. Since there is no qualifier included in the verbal, the implied qualifier is automatically Weapon. Channeling Shield cannot be used to cloak Weapon delivered effects.

3. No. Delivered by arrow or by melee weapon, the qualifier is still Weapon which Channeling Shield cannot Cloak.

4. Yup. If the delivered call is with the Elemental or Spell qualifier then Channeling Shield can be used to cloak the attack. Channeling Shield may only be used to Cloak Elemental or Spell qualifier attacks with an associated damage value.
