Let it be known far and wide that by the arm of the Andarian Military and by the hand of Specialist Forces from Andar and beyond, that Silverhold is free of the undead menace! Andar's deepest thanks and heartiest congratulations go to all of those who fought for her!
Still, the hour is dire for her people, and as we continue to mourn the passing of our great Queen, her Royal Majesty Allesiya Filligrino, Andar must be led. In the traditions of our people, a Council of the Counts shall be convened. By the brave and selfless actions of the countless warriors who helped to free Silverhold, the many great leaders of Andar who made their stand in Agolon with the refugees from Silverford and the rest of Silverhold have been relieved of the relentless assault of the undying. I call these leaders, Dukes and Duchesses, Counts and Countesses, Barons and Baronesses, to attend the Council of Counties so that their voices may be heard and a true and lawful successor shall be chosen.
Counts of all Counties are compelled to attend to cast their vote! Those in the office of Baron or higher may address the Council in their turn to ensure that all voices are heard. To show our strength and unity in these dark times, others of Rank, as well as the polite and washed public, will be allowed to observe the proceedings, seated proximally according to peerage. Know that all attendees, from Duke to Doorman, will be Identified via Celestial Circle, and barred from entry with weapons unless Bound to their Spirit. Biata, Tribesmen, and some 'Kin shall be exempted from the requirement of Identification pending investigation into their person and compliance with preventative alchemical cleansing at their own expense. Disturbance of the proceedings shall incur immediate removal from the duration and up to one year of compulsory restoration work within the capitol or surrounds.
The Council's proceedings will be held in Silverford as a first act of reconstruction within the capitol. Here, safe from the threat of the undead due to a powerful ritual cast over the entire island, the future of Andar will be determined, as it has for generations. The proceedings are to begin 10 days hence, with voting to occur in a fortnight.
