To the Free Citizens of The Golden Horn, Friends and Allies,
After many months of sacrifice, setbacks, failures, triumphs, and victories, in which the native peoples of the Golden Horn and the good people of the Kingdom of Taneryn toiled together in the face of seemingly insurmountable odds, we have finally reached a major milestone, that being that the people of the Golden Horn now have a place where they can go to be free of slavery, oppression, and cruelty.
Together we have fought and died and persevered, and we should all be proud of ourselves and each other, for not only did we have to face down the seemingly endless hordes of treacherous Harkonians, we also had to learn to work together toward a common goal; we had learn to trust each other; we had to learn that we are all in this together and only together can we continue to overcome our foes.
Over the last few months, the leaders of the Squamata, the Dwarves, the Heartwolf, the collective peoples of the United Cities, Marqila, and Landfall have been working to bring about a more permanent solution to the problems that will continue to face their citizens and, indeed, this entire island until we can once and for all vanquish the Harkonians.
I am pleased to share with you the fruits of our labors; the result of countless hours of negotiations with only the best of intentions in mind. Below this announcement, you will first find a summary of the changes and decisions as well as a copy of the document itself. I encourage everyone to read it over.

The United Cities are made up of the following cities and their surrounding areas, and they have agreed to allow Landfall to lead them, and to become citizens of Taneryn once the mists open up again:
Maklorelya
Wicked Falls
Enklebert's Grove
Amoria
Landfall
Koriilholm
Organizational meetings have been under way for a few weeks, and likely won't be concluded for another week or two. These proceedings include electing town mayors and organizing a workable local government structure. These actions are being guided by selected members of the Chakar and Heartwolf, but will soon be handed over to more specific individuals.
Each member Kingdom will retain its political sovereignty and is free to govern its citizens as appropriate as long as those methods and laws do not contradict certain clauses of the binding accord; the overall governance of the United Kingdoms of The Golden Horn will fall to me, and I will have final decision and arbitration powers if a disagreement cannot be settled through usual avenues.
The United Cities will be Governed by Baron Greymere of Taneryn whom we recovered from Harkonian capture a few months ago. He has been thoroughly inspect, identified, and debriefed, and it is his rightful place as a Baron of Taneryn to govern Taneryn's lands.
The capital of the new United Government will be seated in the Chakar Stronghold; while we have made significant progress in liberating a large portion of this northern half of the island, we are not yet completely safe from our enemies, and the most defensible place available is the Chakar Stronghold.

The Concordance of Trillian
Borne of common purpose, this Concord binds Member Kingdoms to stand united against the Forces of Darkness and Tyrrany, to establish and protect a Unified Peace, and secure for our People the Sanctity of Freedom, the Blessings of Life and Love, and the Grace of Righteous Endeavor.
Article 1 - All undersigned member kingdoms do hereby swear to be held to all laws and guidelines contained herein, without hesitation or ambiguation. This rule is unchangeable, and failure to comply will result in reprisal as deemed necessary by the Council.
Article 2 - Only legal sovereigns of member kingdoms, or their assigned proxies, may stand as members of the Council of United Kingdoms. This rule is unchangeable, and failure to comply will result in reprisal as deemed necessary by the Council. (a) Council members will advise the Lord Seneschal to the best of their ability in the best interests of their People. (b) Barring permanent death, proxies may only be assigned or recognized once every convention of the Council.
Article 3 - The Council shall be led by a Lord Seneschal, whose authority presides over all Council business. (a) The Lord Seneschal must come from amongst the ruling class of one of the member kingdoms, and is confirmed by a simple majority vote of Council members. (b) The Lord Seneschal is himself a member of the Council.
Article 4 - The Concordance of Trillian is a living, changing legal document, and the Council is intended to grow as time allows. (a) All Articles not marked as unchangeable are subject to modification by the Lord Seneschal by virtue of his authority in Article 3. (b)Membership to this Concord and its Council is promoted by a member kingdom, voted by simple majority of the Council, and confirmed or vetoed by the Lord Seneschal by virtue of his authority in Article 3. (c) Articles and Adjuncts are made unchangeable by a unanimous vote by the Council and the Lord Senschal by virtue of his authority in Article 3. (d) Adjuncts may be established by a simple majority vote of the Council or establishment by the Lord Seneschal. (d.1) Adjuncts established by a simple majority vote of the council must be confirmed by the Lord Senechal within one year's time or will be deemed null and void.
Article 5 - Barring casual interactions and the execution of Council business, the Council shall convene once every five years, to assess the state of the Concord and make changes where deemed necessary.
Article 6 - Necromancy, in all of its forms, are hereby banned in practice and trade, across all member kingdoms. This rule is unchangeable, and failure to comply will result in reprisal as deemed necessary by the Council.
Article 7 - Slavery, in all of its forms, are hereby banned in practice and trade, across all member kingdoms. This rule is unchangeable, and failure to comply will result in reprisal as deemed necessary by the Council.
Article 8 - Notwithstanding the above, each kingdom does maintain its sovereignty within its established borders, as documented by Adjuncts. (a) The crossing of sovereign borders by members of a kingdom's military is hereby deemed unlawful without prior consent of the crossed sovereignty. A failure to comply will result in reprisal as deemed necessary by the Council. (a.1) Except as is necessary to defend member kingdoms from foreign threats.
Article 9 - Trade between member kingdoms shall incur a levy of 1 copper per gold in value of goods or materials. (a) Such levies are collected to provide for the common defense and welfare of all member kingdoms, if and when such need arises. (b) Council members are held on their honor to track and collect such levies as they see fit, to be turned over to the Lord Seneschal. (c)Trade of goods under sovereign seal are considered noble gifts, and not subject to such levy.
Article 10 - The Council hereby swears loyalty and true service to Queen Shibboleth of Taneryn. Failure to comply will result in reprisal as deemed necessary by the Council.
Here, on this day, September 22nd of the year 612, do we, the undersigned kingdoms establish the Council of United Kingdoms and Trillian's Concord.
