Abilities available when not able to use game abilities.

Trying to find specific documentation. In 1.3 some abilities such as high magic 'magic delivered' spells could be used when not able to use game abilities such as when drained.

1.) Can the High Magic enhanced spells still be used this way?
2.) Can the new crafting abilities such as the potion store ability from brewing that allows elemental delivery be used this way for self healing.

3.) if Yes to at least one of the above, what effects, if any, are special cases that prevent this (used to be paralysis and prison, is that still correct)?
 
Magic Augmentation in 1.3 did not allow you to circumvent not having Game Abilities. It was incorrectly played this way for some time and in lots of places, however, so I understand the miss.

The current Spell Augmentation and Elemental Augmentation High Magic Abilities do not allow their use while you do not have access to Game Abilities. You would still be able to use either of them while Silenced.

In general, any ability that requires choice to use (swinging a weapon, casting a spell, channeling, using HM, using a potion stored in a Quick Salve) cannot be used while you are under an effect that prohibits the use of Game Abilities, while passive abilities (WEA, Earth's Bounty, Celestial Armor, Preserving Energies) are always on.

There are a couple exceptions to this general guideline, like Rebirth and activating magic items, but in general, you cannot chose to use a Game Ability if you are under an effect that prevents the use of Game Abilities.
