Not only do we often/generally have an APL around 5 or lower TONS of the players a really new and still learning the game again! Its a TON of fun and if you want a chance to experience "those old times" again it might really be worth it. I mention this if only because it is even more different than just a low level chapter with lots of experienced players.
But for the EC... Yea, for HQ in particular, I will maintain from my experience that I think of an APL 17 on a standard weekend, as a bit on the lowish side. Old games get very big...
