PASS ARC Proposal: 2.1 Ritual Update: Mystic Smith

Summary: The removal of the prerequisite to refit armor led to some weird interactions with mystic smith and its ability to be used by someone other than the wearer of the armor. ARC made the following change to remove that discrepancy.

The Mystic Smith Ritual will enchant a Target Armor, allowing its bearer, once per Logistics Period, to Refit this armor in 3 seconds. The appropriate refit roleplay must still be performed (taking a knee, representing readjusting the armor, etc.) and the Ritual charge will still be expended if the process is interrupted before completion. This Ritual Effect may not be utilized in conjunction with any other skill, ritual, or effect to reduce the Refit time to less than 3 seconds.

This Ritual requires 3 Reagents to cast as listed on the scroll.
