Army system, without the soldiers

I know everything needs to be pursued IG, but I want to ask if something is feasible before venturing forth.

Is it possible to utilize the army system for something other than soldiers/ warfare. Specifically, for a mages guild, or artisans/merchant guild.

People have used this for specialized groups but, they typically involve affecting the word at least at some level in combat.
