On page 37 it says "Failure to cease hitting opponents who are incapacitated (already webbed, down, etc...)" is a "Dangerous Combat Infraction". Can you please elaborate on what is and is not acceptable? Can I hit them with a weapon at all? How about archery, alchemy, spells, wand charges, etc...? What are the acceptable ways of getting someone to bleed out after they are incapacitated, if not already bleeding out?

The purpose of this statement is to ensure that safe conduct is followed at all times. Yes, you can strike people where necessary who are incapacitated; however, remember that only a light touch is necessary since they are unable to defend themselves. At the end of the day, if you do not conduct yourselves safely, you will be cited for combat infractions - the statement is to make sure that people take special care when interacting with those who are incapacitated for one reason or another.
