Building a Character

I have a friend who wants to LARP but hes new to NERO n has never been to an event and doesnt have a character yet
I myself have only been to a few events

Any tips, advice or basics rules to follow when making a character?
Because I had help making mine so i dont know much about it

I mostly need to know how many build points gobbies ect. you start out with.

I would ask the people that are head of the chapter you are planning to go to.

Are you going to be attending a NERO game, or an Alliance game? (quite different I assure you).

Have you guys gotten your hands on a rule book yet? (hard copy and pdf versions available for purchase online)
