Calling down wand damage

So I know I can reduce the amount of damage I call with a weapon (ie, being able to swing 11's but calling 10s instead), but can I do so with wand charges?

Like calling 1's instead of 5's?

I though about doing it this past weekend because we had unconscious enslaved people and I was going to throw a 1 elemental flame at them instead of a small damage spell (lightening bolt was the smallest I had) if they awoke before being Enslavement Antidoted so I didn't have to go through first aiding them over and over, but wasn't sure if it was kosher or not.

A caster can reduce the amount of Damage they can throw with their Wands.

eg.
A 4 column caster can throw a maximum of 5 damage of whatever wand he is using 36 times with a basic wand. The caster can choose to throw less than their maximum amount but will still cost a Wand Charge as if the caster threw their maximum amount.
