It's basically just rolling fondant, chocolate and sugar. I cobbled that version together from a couple different recipes but this is where I first saw the idea: http://alanajonesmann.com/2015/01/diy-gemstone-cupcakes/ but there are multiple similar versions that I've found.
Mix 3 Tbsp butter, 3 Tbsp corn syrup, 2 cups powdered sugar for the fondant.
You make a bowl with the fondant and fill it with a super saturated sugar solution, and wait for the sugar to crystallize out. Then your drain the liquid and melt some chocolate to pour over the outside to form a shell.
