Damage scaling across the board

Right, but fighter skills generate points towards it, you buy a stun limb from your 45 points in fighter skills and then you have 3 points of rogue skills.

Initially, not impactful and certainly not the easiest (or best) way for a fighter to get a dodge, but it can definitely help towards the goal.

It's certainly a big impact for scouts.
 
Kills a lot of the variety available to Earth Adepts, though.

I'm not sure I agree. Earth adepts lose disarm (a spell they can memorize), shatter (a spell they can memorize), stun limb (an inferior version of a spell they can memorize, both legally and illegally), and assassinate (a big burst of damage). The only lost variety I am seeing is that big burst of damage, which isn't a huge loss since they still have Death (effectively terminate or eviscerate) as a weapon delivery option and as a spell option.
