Does transfer enchantment move flaws to the new item?

Flaws are attached to an item, not to the ritual. Thus, if you had an item with a flaw and two rits, and transferred one, the flaw would remain on the original item. If zero rits remained, the flaw would dissipate.

Per the scroll text:

This ritual will transfer all Formal magic of the same Aspect as the ritual caster from one item or person, if that person has a spirit, to another item or person respectively.

There is no mention of Flaws.

As Evan pointed out, and per the ARC ruling on Flaws, the Flaws are not transferred with the Ritual effects.
