Dwarves and Staff

In the rulebook under the paragraph section on races it says that Dwarves cannot use staffs. However in the block section that describes all the racial advantages and disadvantages it does not say that Dwarves cannot use Staff. I am looking for an official ruling can they or can they not use staff?

The paragraph section is correct. Note that Hoblings, with a similar set of "no two handed weapon" restrictions, also cannot use Staff.
