Pretty much, you will have to pick your poison. Stick with the current system that results in lots of holds, or choose some sort of limiting system that will frustrate stick jocks (and even stick JVs).
As others have stated or suggested, no, you don't.
As I've said, encourage players to follow established, existing rules. The perceived "need" to have additional rules to force people to follow existing ones is unnecessary.
Stop your fellow players, remind them that you need to finish your verbal -- weapon swing, spell incant, poison delivery, whatever -- before they deliver the weapon/packet at its intended target. Everyone -- and I do mean everyone -- needs this reminder from time to time, and if you encourage a healthy environment where people are politely reminding people to do this thing everyone slips up on, you'll produce a better environment without the need for crutch-rules.
