Gypsy King

Is there a rule that says a PC cannot be Gypsy King or Kris of the land he is in? I am getting mixed responses on this and would like some clarification.

This is a decision to be made by your local Plot Committee. There is no rule to prevent it or allow it, as it is a plot decision and not a rule decision.
