High Magic - Elemental Burst Pool and limits

Below is the new wording for the High Magic Elemental Burst ability.......My question is as follows : The limitation I see is Max pool size is dependant on the number of 9th level spells x 100 pts in your damage pool.... so a 8 column caster could have a 800 point pool to play with if he devoted sufficient rit levels to devote to said pool..... Question-Is the wand damage bonus per 100 points in pool limited to a max of +3 (for 300 points in pool) or does it increase **and decrease** per your current pool total.. For example Jason the Mage has a 6 column and has enough high magic to choose a 600 point pool and does so...is his wand damage +6 because of the 600 points he has or is limited to just +3?

1. Elemental Burst:
Cost: 1 high magic point / purchase
Prerequisite: 9th level spell

For every purchase of this ability the celestial caster gets 25 points of damage into his 'burst pool'. The caster may pull from this damage pool to throw elemental damage with the following incant, "X elemental <element>". Each elemental packet may have its element, and damage number chosen at the time of use, with the following restrictions.
Element types are limited to Flame, Ice, Lightning, Stone, damage number must be a multiple of 5 (5,10,15,20, etc), and may not exceed 10 x the number of 9th level spells the caster is capable of memorizing.

You may augment an elemental burst from the ritual by the same name with damage from your pool, up to your maximum value for a single attack.

The 'burst pool' also has the following effects when it is at or above the following values.
100 - +1 Damage on all wands
200 - +2 damage on all wands
300 - +3 Damage on all wands
 
The High Magic ability provides only for up to a +3 wand damage bonus, therefore it is capped at +3. It also is based on your current pool total (not maximum), so will decrease as you use it up.
