Yes, the merchants will flock to this area because a wealthy group of nobles and adventurers flock here, yes the danger is high due to this factor of wealthy and political targets, yes there is work in abundance for both the adventurer, commoner, and merchant. Remember... you must suspend disbelief that we are merely at a girl scout camp and pretend it is bustling with activity in many areas and that every building you see is actually someone's shop or house... and that there are other areas where people live and work as well. Don't think of it as podunk nowhere, but an up and coming city full of culture and life. If it doesn't make sense to you why your character is here, create a reason. Do you wish to find your fame and fortune by slaying your enemies and taking their loot? Do you wish to ascend the ranks of one of the guilds and be a prominent member here? Join the town guard and gain rank that way? Or perhaps the military? Establish your own guild, group, or adventuring team? Maybe you're here to peddle your wares to the wealthy? Form a thieves guild? Infiltrate one? and on and on... create the world you want to play in and give it a reason.
