Magic Delivery:
Magic Delivery (including the High Magic Magic Augmentation ability) may be used any time that your character may consciously make the choice to use it, even if you may not use Game Abilities or are silenced at that point. Thus, you could (for example) use a Magic delivery while:
-Prisoned
-Silenced
-Webbed
-Paralyzed
You could not use one while (for example):
-Dead
-Feebleminded
-Slept
