Monthly Blankets

My theory here is that the Goblin blanket policy is not spelled out in the rulebook because it is left to the chapters to administrate, enforce and OFFER.

The documents that I have been provided so far by various members of National staff are leading me to believe that it is not mandatory that chapters offer monthly gobin blankets. National policies are in place to set limits on how many blankets can be given, but I am still researching whether or not it is a REQUIREMENT that they be offered. I know that most chapters offer them, but that doesn't mean they HAVE TO. It means they all currently think it's a good idea.

If they are not mandatory, then that would be a very specific reason why they would not be listed in the rulebook itself. I will post here once I have completed my research.

But couldn't the same thing be said about almost all Goblin Point policies?

Page 147 ARB:

"Each chapter has its own policies about
Goblin Points. Most allow you to use them for
the following:"

Unless it is a wording misinterpretation, a chapter has a right to either offer or not offer any of the goblin point compensation policies.

I would be curious, just as an FYI thing, how many chapter's don't currently offer a monthly blanket policy. Because if they all do, then this makes this whole debate an almost moot point.

Just because they all offer it does not mean a new chapter cannot come out and NOT allow them. It also doesn't necassarily mean that they cannot change their policies and no longer offer them.

I'll confirm when I get more information.

This suggests that not only are the examples given not required for a chapter to have available, but anything in excess is chapter specific. (I was going to give an example about how the ARB lists event discounts in exchange for Goblin "Points", but that seems to have been removed.) As such, by calling "Monthly Blankets" "secret rules" you are calling Chapter Specific Policies "secret rules".
