I don't need Plot's permission to visit a location outside of their control. If Seattle is in charge of Rythia interactions, then at least inform us of such, so that we know whether or not Seattle staff is the appropriate people to contact regarding such.
Players often travel to locations that are under the "control" of no particular chapter staff all the time. (Case and point: the various players that visit Nazar from time to time) Nothing any particular plot team says can really do anything about it. Essentially, while a chapter can limit what can enter locations under their control, if the location in question has not been turned over to them, who are they to say that the location is unreachable?

I need to have some plot written up for the time as a guardsman So I meet the requirements of the Nobles..

However, I think the discussion of far fetched possibilities is this case is not warranted. I don't think the other chapters would allow such a thing. I would hope our player base wouldn't try to do things like that... it smacks of Mom & Pop'ing to me.
