New Healers Resolve and Spell Shield

Hi. I noticed a few days back when the announcement was posted that the new call is "X Magic Healing" and still touched casted. The official post is below.

My question is, if a PC is unconcious on the ground, and you touch cast them "5 Magic Healing" and they have a spell shield, will that eat up the spell shield, since they can't "accept" it? In the wording, it says specifically it has the "magic" qualifier, thus can used while silenced--thus my thinking it would "eat" a spellshield on a downed person.

The owners have voted to pass the following rules change. This will be effective May 1, 2013.

Text changes: On page 138, replace the text for "Healer's Resolve" with the following:
... This High Magic ability grants a caster the ability to heal either living or unliving targets by touchcast. For every purchase of this ability the earth caster gets 15 points of healing into her 'healing pool'. The caster may pull from this pool to affect targets by touchcast only, choosing one of the following incants: "X Magic Healing" or "X Magic Chaos". Each use may have its type and amount (in a multiple of 5) chosen at the time of use. The amount may not exceed 5 times the number of 9th level spells the caster is capable of memorizing.
Note that since it uses the Magic qualifier, this ability may be used even when under a Silence effect.

On page 100, under the Healing effect group, change "Heal 5 Body" to "Healing".

Yes, this will eat up a spell shield if one was present. It was designed this way to bring it in line with our (Delivery)(Effect Group) system.
