The size of shields is set to be changing with the launch of the 2.0 ruleset, yes, but those rules are still in testing and are not official Alliance dimensions yet.
To my knowledge, the sizes in the 1.3 ARB are still the maximum allowed in-game at this time; as with most things related to weapons and armor, I recommend you contact a Marshal of whichever chapter you plan on playing in for confirmation.

Please be advised that very few changes in 2.0 are guaranteed, and to my knowledge, shield size changes are not one of those few changes.
I would advise reaching out to a local owner if you want advice regarding shield maximums, but I would hate for someone to make an expensive prop decision on something that ended up not being true in the end.
