Pay no play - new character

I currently have a new character on the back burner getting a monthly blanket for when my current character croaks/becomes unplayable/story arc finishes. I understand I can use Gobbies to blanket the character for events in a chapter, but can I pay-no-play such a character or does doing so "set" them into a specific race with a skill set?

Because you are not playing the character you would not be locked in to anything.. This would be the same as if you were to buy the event with goblin stamps.

Race/Class/Build becomes locked only after the first time the character enters play.

I have a question that is kind of based on this one.

If your current character perms out and you opt to give half of their build to a character can you add that XP to a character that is currently shelved but has not yet entered play?

No. XP is not transferred, BP is. That means that I can't retire 10 20BP characters to make a single 100 BP character, but I'd end up with 10 10BP characters.
